PPA @ 35: A MILESTONE TO CELEBRATE
In line with the agenda of
the current administration of President Benigno S. Aquino III of
transparency, accountability and social reform, the Parole and
Probation Administration (PPA) on its 35th year anniversary continues
to strengthen and nurture its commitment to reform offenders with
individualized community-based treatment programs. The Agency
despite encountering trials and struggles over the years had remained
steadfast in the promotion of non-custodial measures in the
rehabilitation of offenders.
Thirty-five (35) years ago, the PPA started with only probationers as its clients. The investigation and supervision services of the Agency only caters to first-time offenders qualified for probation. However, over the years, its work had expanded and was extended to parolees, pardonees, first-time minor drug offenders placed on suspended sentence and children in conflict with the law. These functions had placed the PPA in the forefront of the correction pillar of the Philippine Criminal Justice System. It had also served as an affirmation for non-custodial measures in redeeming valuable human material.
The success of the PPA is likewise attributed to the dedication of the men and women of the Agency who stand in solidarity as agents of change. They remained vibrant and determined against the emerging issues and numerous obstacles relative to their work.
Compared to other government institutions in the country, the PPA is relatively young but full of determination to bring about significant difference to our society in the field of corrections. As an attached bureau of the Department of Justice, it has imbibed to itself the principles of diligence, integrity and perseverance which is the much needed impetus for a genuine social reform.
